Usually infection: There are many causes of elevated white cell count, the commonest being infection. Headache often accompanies infections. It would be prudent to consult a doctor to rule out other issues.

Unclear question: It is difficult to answer this question. There are several different types of white cells like leucocyts, lymphocytes, basophils, and eosinophils. When you say white cell count is up you do not mention which of these is up. Each type of cell has a different reason to be up. Please try to be more specific.
