Depends: Per the American Society of Cytology and Colposcopy, a "mildly abnormal" Pap smear would be ASCUS (atypical cells) or LSIL (low grade abnormal cells). Also per ASCCP guidelines and ACOG (the American College of Obstetrics and Gynecology) - women under age 21 should NOT be having Pap smears. Between age 21-24, low grade (mild) abnormalities are just monitored closely - no colposcopy needed.

Need for examination: Colposcopy will allow the doctor to examine the cervix in more detail and s/he may take a biopsy to resolve the abnormality in the PAP test. It does not mean you have cancer, just that abnormality needs to be investigated. You are young enough that you should take HPV vaccine.
