Usually, not always: The most common symptoms of lower UTI in women are frequent and urgent urination, often with small amounts of urine and burning pain on voiding. But it's quite variable, and some UTIs cause no symptoms at all. The same symptoms, especially painful urination, also can be caused by STDs like gonorrhea, chlamydia or herpes, and yeast infection. Don't try to diagnose on your own; see a doctor ASAP.
