Hydrocephalus: Hydrocephalus is the buildup of fluid in the cavities (ventricles) deep within the brain. The excess fluid increases the size of the ventricles and puts pressure on the brain. So, to answer your question - fluid is normal --- excess CSF fluid would be hydrocephalus. Now from trauma, stroke, aneurysm you can get blood (a fluid) pooling in parts of the brain and that would NOT be hydrocephalus.
