My resting heart rate is 62 and my average hr when jogging is about 170. it can go over 200 (not really pushing it) is this safe? will i burn fat?

You burn calories.: Heart rate of 62 at rest is good (assuming no meds). At 48yo your maximum heart rate is considered to be approx 172. Thus going up to 200+ is not necessarily healthy, and suggests you are not in good physical shape. As far as burning fat, jogging will certainly burn calories and how those calories are replaced may determine if you lose fat. Endocrine dysfunction can effect fat loss.
