FB ASPIRATION: YES NEEDS URGENT ER EVAL for Foreign Body aspiration. They can look down his throat and make sure it is not lodged in his airway or esophagus . It can cause laceration of esophagus or be a source of infection and breathing difficulty if it is lodged in the respiratory tract

What is happening ?: I assume you mean part of a plastic fork, as a metallic one would not fragment. If the kid is not choking and can drink fluids okay, the tine made it into the stomach and is unlikely to cause a problem. I feed these kids stewed okra,because it adheres to the foreign object and helps it travel through the gut without causing problems. It will pass within 3-4 days.
