Folliculitis: From your description it sounds like you may have folliculitis - an infection or inflammation of the hair follicles. By bladder hairs I am assuming you mean pubic hairs? Without a photo or exam, it is only guesswork, so it is best to have the rash evaluated by a Dr. Before you treat it, you need to know what you are treating!
