Could be, maybe.: Typically, if a fracture is suspected, there is a history of some activity that would make the fracture suspect. Swelling is found in fractures along with pain and often bruising, but not always. There are quite a few causes for swelling of the foot, most depending on location. All will have a typical clinical pattern. Best to have the foot examined to isolate the true cause of the problem.

More history: Hard to say without some more history of the events leading up to the swelling. If the story has limited velocity or stress and it's painless swelling it's unlikely fractured.
