My girl age 3+ would hold her urine until she can't anymore thn she'll go to the toilet this will cause her to urinate a bit on her panty or pants.

Scheduled peeing: Holding her urine like that is not good for her. Have her sit on the toilet every 2 hours for 3 minutes, whether she says she has to go or not. If she pees, she can get off and skip the next time. If no urine, then in 2 hours she sits back on there again. Once she sees she has to sit on the toilet regardless, she will quit holding it until the last minute because she doesn't want to stop playing.
