They are abnormal: I wonder if it was a catheterized or clean catch urine. If it is a catch urine, sometimes we see many wbcss which may be normal, but there should not be any rbcs. If it was a catheterized urine, rbcs may be there because of the trauma associated with catheterization, but there should not be wbcs. Creatinine value changes with age. If she is only a toddler, the cretinine is too high. See a doctor.

It is abnormal: It is abnormal, WBC of 33 and rbc of 13 in a little girls urine strongly suggest an infection in urinary tract and even if the urine culture is negative, needs to be treated with antibiotics and if it still persist than a blood test for serum protein and urine protein.If these tests are normal than a strategy of normal watching.If these tests are abnormal referral to a ped/urologist/nephrologist.

Recheck: If culture was negative then there isnt any uti- but i would have repeat u/a and cx of the urine. If blood still present then she needs u/s of kidneys and possibly a cystoscopy. This can be from kidney stone or other more concerning infection. In rare cases you must concern yourself with tumors.
