Kind of: To lose weight you need to create a deficit of 3500 calories. Cutting calories is appropriate, but don't go too low. You need calories for energy and basic nutrition. Add exercise to reach your calorie deficit goal. Generally losing 1-1.5 lbs weekly is reasonably healthy--this translates into cutting back or burning 500 calories a day.
