Love Them Foramina!!: A foramen is an "opening."In the spine it's the opening through which a nerve root passes (in this case, "C2-3", meaning in the foramen that lies between the second and third spine vertebra). So it looks like the report describes a narrow foramen. This could cause nerve irritation(in this case the 3rd cervical (neck) nerve, which is sensation to the back of the neck. Is that where the problem is?

Mgt: It would be helpful to have the radiograph uploaded for view. If the patient is having any neurologic symptoms such as tingling, pain, loss of sensation, the narrowed area may be impinging on a nerve.
