No: The virus has to get into the blood stream to infect you. If there was no bleeding at all, then it was just a superficial scratch and rabies would not result.

Yes: Any break in the skin can be a source of entry for rabies. A slight scape not drawing blood would be less of a concern. Clean the wound throughly. http://www.cdc.gov/rabies/exposure/type.html
