Penis pimples: Without seeing this it is hard to comment, especially given your description. The most common benign lesions on the penis and scrotum are 'sebaceous cysts' which are natural blockages of hair follicles where oil, dry skin cells and some pus can collect. Blisters from herpes are differentiated with pain. Herpes causes pain. Sebaceous cysts usually do not cause pain. Syphilis is unlikely.
