Some possibilities..: Rashes, dots, or spots are hard to describe in words. Sometimes they are comedones or maybe bumpy hair follicles without hair. One's primary care doctor can examine to see what is happening. A video consultation may be adequate if lighting and camera are good. Only an exam can tell for sure what they are.
