There are two main kinds of balanitis, treated differently. "Nonspecific" balanitis often is helped by hydrocortisone cream. Yeast infection needs anti fungal cream; hydrocortisone can make it worse. First try hygiene: retract foreskin and wash with soap and water 1-2x, then try the others. Balanitis doesn't usually cause frequent urination. See MD if these don't work and the problem continues.

The best way is to be examined by a Urologist if you really have it as opposed to self diagnosis. Frequency is not a part of balanitis. Whiteheads do not usually occur on head of penis. You might have 'penile papules' which are innocuous. In any case pl see a Urologist
