My mom has lumps on head that come and go and cause pain - 2 doctors told her she needs surgery but they can come back - are these considered noncance?

Unlikely : These are most likely pilar cysts that will probably not come back after removal and are not cancerous. If they do come back, its because a small bit was left inside - a sometimes unavoidable event. Hope this helps!
