Hospital: the safest place ids to have done at the hospital under general anesthesia, and under the supervision of an experienced anesthesiologist. it can be done safely in the doctor office, but in case she stop breathing, it will be difficult to intubate her, unless your dentist office is equiped for such an emergency.
