Sunburn: Hello, it would be ideal to see a picture of your brothers scalp. It is likely a superficial (1st degree) burn if no blisters or other skin changes are present. I would advice for him to stay hydrated, he can apply some aloe vera gel for healing. Always wear sunblock.

Sunburn: different degrees of burns can cause swelling, and even blisters, especially areas that are normally protected by the hair and would thus be more sensitive and likely to have swelling and blistering, etc. Have him see a dr. if it worsening.
