Lumps down under.: Lumps sound like they are under the skin with no visible signs of skin disruption. On the skin of the heel could be warts or foreign bodies, but, I do not think this is what you are describing. Not having heel spurs does not rule out plantar fasciitis, which can exist with or without heel spurs. In severe cases, the inflamed tissue can be felt as lumps on the bottom of the foot in the heel area.
