Not infection: UTI (infection) usually involves a bacterial organism. Cystitis (inflammation with or without infection) is an irritation of bladder mucosa resulting in chronic WBC cells on UA. If there is blood cells (RBC) in the urine, you should undergo a cystoscopy.
