See below: You could start with your internist, or general practitioner. If they are unable to help you, then they will probably refer you on to an orthopedic specialist.

Short answer: Go see your primary care doc first. He will evaluate your knees and then decide if you need to be referred to a rheumatologist, an orthopedic surgeon or, if he can take care of this problem himself.
