Usually: ...A week after stitches removed (which likely will be in 7-14 days, depending on how much tension on them). If very securely buddy-tape stitched finger to neighbor (or ideally one on each side), could consider bball if not too crazy about it. Good luck!

Good question : This is a very good concern that you have, considering the importance of the index finger. This type of injury that involves a very active flexing/extending digit requires a longer rehabilitation, especially resuming athletics requiring use of your hands.
