No: Enlarged jugular viens can mean several things. But usually it means an increase in the pressure to the right side of heart. Such as right sided heart failure, biventricular failure, pulmonary hypertension. An obstruction like a tumor can also cause this . If this is a new finding then you should go see your doctor to work this up. The fast heart rate my be more reactive than causual.
