It is ok to brush: teeth using water that isn't icy cold. However, not sure which product you are referring to regarding gel on teeth.

Good Oral Hygiene : is very important. The normal flora of the mouth is composed of millions of different species of bacteria. Poor oral hygiene leaving food debris in the mouth that feeds these bacteria & can lead to plaque buildup, and more,.. The byproduct can destroy both soft and hard tissue. Exudates from infection & the amount of bacteria in the mouth can affect the quality of saliva and the breath as well.

Yes, Gingivitis: If you experience "discharge comes on teeth" it may be a sign that you are at risk for or already have gum disease. Gingivitis is a serious problem, which should be diagnosed professionally by a dentist. Do not delay, call a dentist ASAP.
