Enamel and lemon H2O: I think it is very unlikely that lemon water will affect your enamel if you wash off the residue right afterwards.

No: The citric acid in lemons causes microscopic demineralization of tooth enamel. Absent other harmful occurrences, the calcium etched out of the enamel by acid will be replaced in about an hour. So it's better to wait about abhor after eating/drinking before brushing.
