Absolutely: Orthodontic treatment is provided by Dentists who are now specializing in Orthodontics. All treatment is supervised by an Attending, a fully qualified Orthodontist who has been assigned to oversee your treatment and your Post-graduate Student's treatment of you. Treatment usually takes a bit longer, and time availability may be constrained, but the end result of treatment is exemplary.

Safe and affordable: The orthodontists in advanced clinical training will be supervised by more experienced attendant orthodontists during the treatment. At those dental schools you can get braces at a reduced fees.

Generally yes: Its definitely safe and supervised by an attending. That said, you often do get what you pay for and you may wish to find a better value by looking for an experienced provider who can still treat cost effectively.

Dental School: Hi Sophia. It is VERY safe to get orthodontic treatment at a dental school by orthodontic residents. I am an adjunct professor of clinical orthodontics at a dental school. The residents are supervised by excellent orthodontic faculty. So, yes, you are very safe in the academic environment.
