Yes you can: both can help with the local inflammation caused by the fly bites/stings, but if severe local reaction or generalized uncontrollable itching, please seek medical advice

Yes: They can be used together. Soov contains lignocaine that is a numbing agent and cetrimide (quaternary amonia) which is a disinfectant/antimicrobial. Neither is expected to adversely interact with hydrocortisone. Feel better!
