Is it safe to use hydrocortisone 1% cream on penis glans for itching?

Short Term Steroid: Yes it is quite safe, though prolonged symptoms or recurrence of same should be investigated by an MD. Skin atrophy is quite unlikely with 1% HC, though chronic use should be avoided.
