Pressure on: the nerves or circulation is probably the cause. Do not wear confining shoes , wear loose shoes and see if it will improve.

Custom insoles: Your are most likely putting excessive pressure on your heels when you are on your feet. A high arch foot structure can cause such pressure in this area. Excessive pressure exerts force on the soft tissue in our feet, such as nerves, blood vessels etc... Custom orthoses can help redistribute this force.
