These symptoms: that you describe are not normal. Take her to a doctor. Possibilities include asthma, copd, occult infection.

A few questions: Does your wife have a fever? Has she traveled lately? Is her activity limited? Has she made sputum with her cough? Or has she had any weight loss? This can be an important problem, possibly related to exposures to dust, medicines, infections etc. It is a good idea to see a medical provider for this kind of case.
