Is it possible for a toddler to get scabies twice in less then a year?

Yes...but: I find it unusual to see scabies in toddlers unless there is a parent or other close contact with active disease. They can get it every month or so if they continue to come in close contact with an infected carrier. It is not something that jumps through the air, there needs to be direct contact to spread it.
