Hard to know: A bit more information would help, but it seems that either a serious infection has developed and you need a course of antibiotics or you have a contact allergic sensitivity to a component of the neosporin (relatively common). Has this happened with neosporin before? If the latter, then topical corticosteroid may help (but it would not if this is an infection). Good luck!
