Do you exercise?: Try targeted abdominal exercises such as crunches, russian twists, planks, etc/ Be consistent and do your workouts 3-4 times per week. Concentrate on techniquie, rather than speed and number of sets done and you won't have to spend hours in the gym to get the results you desire

Can't determine...: ...without exam, but weight management thru varied exercise and lo-carb diet is always a good idea and suction-assisted lipectomy (liposuction) may have a place.
