Why would dr. say glaucoma is stable and make no change in treatment even though he sees questionable change to optic nerve.

Many factors: The only controllable factor in glaucoma treatment is lowering the pressure to a safe level. Other aspects, optic disc, visual field, vision contribute to that decision but the only thing that can be modified is the pressure. Your doctor apparently has seen a change in the nerve but feels your pressure is in a safe range.
