I notice whenever i have my period that the carotid artery on the right side of my neck swells up. is this normal?

No: The swelling you are seeing in your neck is not the carotid artery. The carotid artery lies deep in the neck and can't be seen at the skin level. The swelling might be the external jugular vein. If so this might be the sign of increased venous pressure.
