Not ok.: He should see a doctor to make sure that he does not have ascites. A symptomatic hernia requires surgical repair, even if he does not have ascites.

Not at all okay...: What you've described is quite concerning. While your dad's umbilical hernia may be the predominant issue here, the possibility is very real for significant pathology--like an infected fluid collection (ascites), intestinal obstruction/incarceration/ischemia, tumor, organomegaly, etc. Please ask him to get evaluated and treated ASAP.
