Yes, due to gravity: Ted hose and any other variety of compression stocking is fairly uncomfortable and tough on the skin. It is good to give your skin a break at night. Gravity pulls fluids to your legs when you stand during the day, so that is the right time to wear the stockings. But the fluids redistribute at night when you raise your legs - again because of gravity!
