Not toes, but foot.: The gastroc and soleus muscles do not plantarflex the toes they plantarflex the foot. These 2 muscle come together and form the achilles tendon attaching on the back of the heel. There are multiple muscles both in the foot and leg that are involved in plantarflexing the toes. The main PF muscles are the flexor digitorum longus for digits 2,3,4,5 and flexor hallucis longus for the big toe.
