Regarding Vin: If he's in pain it could be because his permanent teeth are erupting. Have his dentist examine him and decide what's best to do.

Take him to Dentist: A dentist can do x-rays to determine if the permanent teeth are ready to come in, and the dentist is the best person to advice you regarding whether the temporary teeth should be pulled in order to allow the permanent teeth to come in. In the accompanying picture, you can see what can happen if permanent teeth grow in while temporary teeth are still in place.
