Exam: Not necessarily: this may be related to other STDs- not a normal sign of primary syphilis. Make sure you have be treated and tested for all STDs. You must be retested and always use condoms.

Your description of multiple bumps under the head of the penis is most consistent with pearly penile papules which are normal in all males. To be sure, I would have follow up with your doctor to evaluate them.
