Chest papules: Really the treatment would depend on the diagnosis. Try a exfoliative cleanser or topical such as lachydrin (lactic acid) lotion and antibacterial cleanser. If this does not help you may need to see someone to get a definitive diagnosis.

Get seen sometime: Acne is something that anybody can recognize and this would be an odd distribution. If you're taking any new medications, discontinue them if you can and get seen now by your physician. Otherwise, your idea that this may be keratosis pilaris sounds good -- you're pretty sophisticated. Talk with your physician at your next annual physical.
