Most likely fine: If there is a lot of iron in the pigment in the tattoo, it might heat up a bit in the MRI scanner. It would be worse at higher field strength such as 3T. It is worse if the tattoo is in the scanned area because more energy is deposited there. For a brain MRI there should be no effect.

Yes: You will have no complications or artifacts in a brain scan due to a tattoo on the wrist or the ankle. I do MRI daily in my office, and have never have had a problem. If you get an MRI at the site of the tattoo, your Doctor may see a few artifacts, but there is no real danger. Again, I have done thousands of MRI studies on patients with tattoos, and have never had a problem or complication.
