I see Spots.: With not much to go on, there is not much to say. Consider, infection, such as fungal. Environmental, such as staining, dirt etc., could be remotely responsible. I think the best bet, however, involves a melanin hyperpigmentation issue. The nature of which can only be determined after a thorough evaluation.
