Local info best: The specialists on this site do not have access to the testing your local docs have done to provide you with this advice. By 38 wks most babies are mature enough to avoid prematurity related lung problems, so if there is evidence that baby is weakening now, cs delivery may be your best option. Labor places great stress on babies heart, & if weak already it could be too much.

Fetal center.: Your baby's case should be managed according to a multidisciplinary fetal care center recommendations, with input from pediatric cardiology, maternal-fetal medicine, neonatology and obstetrics. A pre-labor cesarean delivery is not necessary for most avsds, especially if the fetus is syndromic (down?). On the other hand, if fetal testing is non-reassuring then prompt delivery may prove life-saving.
