Were you born this: Way, or is this something new? If this is something longstanding there is no quick fix. But if this is something recent, then it could be a vascular or nerve problem. Are you sure the right side is smaller than normal and not that the left side is larger than normal? Go see a doctor to see what he/she says about it.

Normal: In right handed individuals the left side of the body is a little weaker and less bulky than the right side. That is a normal discrepancy. If you also have weakness in the arm or leg then you should see a neurologist to identify if there is any problem.
