Depends: The risk of a visible burn depends on how much heat penetrated the fabric to reach the skin. If there is no visible redness after removing the jeans it likely did not. A 1st degree burn is usually visible immediately as sensitive skin that is much redder than the surrounding skin. A 2nd degree produces visible blistering within minutes.
