Consider topical abx: You may have a superficial bacterial infection in addition to dry chapped lips. Consider seeing your physician for a topical antibiotic. Avoid lip licking, apply an emollient like Carmex or vaseline liberally

May be lip eczema: Persistent irritated lips can be lip eczema, which may be treated like skin eczema, using hydrocortisone cream (twice a day for 1 week) plus Vaseline or Aquaphor to retain moisture. Sometimes, one's lip balm or lip sunscreen chemicals cause an allergic reaction, continuing the eczema. Or, a person is a primary lip-licker (it's his habit). Once cracked, lips get irritated by routine foods & juices.
