Sometimes i notice extremely tiny holes on my lip, generally in the center of the top lip. they have no issues (pain, itch, bleeding, etc) but they go away when i apply vaseline. what's going on?

Other than pores at the edge of the lips, I only know of developmental abnormalities of the.lips where so called lip caves occur. A dentist or oral surgeon would be best to examine & advise you. If you're referring to pores, the Vaseline can cover them but sometimes this leads to retained debris and pimple formation.
