If my normal body temp is 96.9 average, would upper 98 degrees be considered a (low) fever temperature?

No: Doctors prefer to look at signs and symptoms instead of a number from a thermometer. We don't worry about a temperature in the 98 degree range in a normal person.

Fever: In adults, temp of 100.4 or higher is consider to be a fever.
